The scepter shall not depart from Judah, nor the ruler's staff from between his feet, until tribute comes to him; and to him shall be the obedience of the peoples.
This is a dying father's blessing, and the specific promise inside it is strange: the scepter won't leave Judah's line "until tribute comes to him" — until someone arrives to whom the obedience of the nations rightfully belongs. Jacob is speaking about a king who doesn't exist yet, generations before any king of Israel is ever born.
That's an odd thing to bet a blessing on: not present power, but a future person still to come, someone who would eventually gather what was owed to him from all peoples. Whatever Jacob understood about that promise in the moment, the shape of it points forward, well past his own lifetime, toward someone still unnamed.
