The LORD passed before him and proclaimed, “The LORD, the LORD, a God merciful and gracious, slow to anger, and abounding in steadfast love and faithfulness, keeping steadfast love for thousands, forgiving iniquity and transgression and sin, but who will by no means clear the guilty, visiting the iniquity of the fathers on the children and the children's children, to the third and the fourth generation.”
This declaration lands right after the worst possible moment — the people had just built a golden calf and worshiped it while Moses was still up the mountain getting instructions on how to worship the real thing. If there was ever a moment for God to lead with anger, this was it. Instead, the first words out are: merciful and gracious, slow to anger, abounding in steadfast love.
That ordering isn't an accident. The text does go on to mention justice, that guilt isn't simply waved away. But mercy comes first, named first, emphasized first. It's a self-description offered in the immediate aftermath of betrayal, not a reputation built up over easy, uneventful years.
